Richard Dasselaar serves as WHO Global Digital Health Monitor for the Netherlands, contributing to the global initiative assessing digital health system readiness and maturity across countries.

In 2025, Richard was invited by the World Health Organization (WHO) and health.enabled to lead the development of the 2025 Digital Health Country Profile for the Netherlands. He convened strategic voices from across the Dutch health ecosystem to co-create a shared assessment of the country's digital health landscape, including governance, infrastructure, interoperability and implementation. 

The work forms part of the Global Digital Health Monitor, which supports countries in measuring and strengthening digital health readiness while enabling cross-country learning and system-level transformation. 

The Netherlands profile was launched ahead of the 78th World Health Assembly (WHA78) in Geneva.

Following his keynote presentation at a joint meeting of the AI Network and Innovation Network, Richard Dasselaar was featured by the Dutch Federation of Medical Specialists in its coverage of the growing need to assess the value of artificial intelligence in healthcare.

As a Digital Transformation and Strategy Leader, Richard shared his perspective with an audience of the Dutch Federation of Medical Specialists on building the business case for AI in healthcare, illustrated through a case study on AI-enabled early identification of heart failure from a value-based healthcare perspective.

His approach moved beyond the question of whether an AI model performs well technically, focusing instead on how its broader value can be assessed across three dimensions:

• Predictive value — how accurately can AI identify patients at risk and support earlier intervention?
• Patient value — to what extent does earlier identification translate into better outcomes and more valuable care?
• Monetary value — what measurable economic value can AI generate for patients, providers and healthcare systems?

The keynote addressed a fundamental challenge in healthcare AI: when can an AI application be considered good enough — not merely to work, but to create meaningful clinical and economic value?
